Joe Biden displays nautical distress signal. The flag on the floor is a sign of disrespect but he can spin the incident by pointing out that he didn't burn the flag.

This photo of Joe Biden sitting next to an (his?) American flag that is upside down and on the floor. Really Joe was not knowingly displaying distress rather he was just showing his usual lack of class.
